  • Receive 1% of any winning ticket prize of $1,000 or greater sold at your location (up to a maximum bonus of $500,000).

NEW RETAILER APPLICATION

Thank you for your interest in becoming an Illinois Lottery retailer.

You must return the completed IL Lottery Application Packet, along with a $100 check (application processing fee) made payable to "ILLINOIS LOTTERY".  Please mail your application & check to the following address,

NEW RETAILER APPLICATION STEP BY STEP PROCESS:

STEP 1:  Once your completed application has been received, IL State will process a previous owner debt-check for your location.  Once confirmed, you will receive an Illinois Lottery Status email.  In addition, you will be contacted prior to your installation to conduct a new retailer preliminary questionnaire.

STEP 2:  Your application will be submitted for a background check.  Background checks are conducted by the IL. State Police Department in Springfield IL. (please allow approximately 2 weeks).

STEP 3:  Upon confirmation of your background check, You will be contacted via email for the following:

3a: To schedule your mandatory training (sessions are 3 hrs & conducted on-line via Google Meets)

3b: Collect your required banking documents (to be provided).  Retailers must open a separate bank account designated for Illinois Lottery transactions only and must also provide proof of your IL Lottery account from your bank.

STEP 4:  Your trainer will confirm your attendance within 24 hours of your training session.  Your Lottery Sales Representative (LSR) will also be assigned & will be in contact to discuss any further questions.

NOTE: Retailers must have a business license and be officially open for business.  Installation technicians will not deliver IL Lottery equipment if there is any type of on-site construction being completed.

STEP 5:  You will receive a final status email confirming your Equipment & PPOS (permanent point of sale) order has been submitted.  Please be sure to clear space on your front counter, floors & windows.  Intralot & Footprint will call in advance to schedule a date/time that is best for you and your staff.

STEP 6:  The following Equipment will be delivered by Intralot (within 10 business days of order date).

  • Photon
  • Printer
  • Genion (Ticket Checker)
  • PAD (Player Advertising Display)
  • Jackpot Sign

STEP 7 Once Intralot has confirmed your equipment was successfully installed, your Tel-Sell Representative (TSR) will contact you by phone to place your ticket and paper roll order (paper products are shipped overnight, excluding weekends & Holidays).

NOTE:  Instant tickets may arrive before your PPOS equipment.  If so, please lock your instant tickets in your safe until your PPOS items arrive.  Place the paper roll into your printer in order to start selling IL Lottery draw games.

STEP 8: The following PPOS items will be delivered by Footprint (within 15 business days of order date)

  • On counter 4x4 MSD with mini jackpot communicator (20.12"W / 18.12"D / 32.61"H)
  • play slip/genion counter unit (OR) double floor standing playstation  
  • lucky store board
  • window sign
  • jackpot topper
  • screen surround

STEP 9:  Remove your instant tickets from your safe and place them in your MSD in order to start selling IL Lottery tickets.

Please be advised, WIN30 vending machines are not included in new retailer installations.  All retailers must meet specific sales criteria in order to be considered and will then be added to a WIN30 wait-list.  Additionally, any retailer approved for WIN30 installation must also sell instant tickets from the counter.


CHANGE OF OWNERSHIP APPLICATION

Lottery Licenses are non transferable and the new owner will need to apply and be approved BEFORE they can begin selling lottery.

A Change of Ownership application will need to be completed, signed and dated with a $100 check (application processing fee) made payable to “ILLINOIS LOTTERY”.  Please note that the form IDL328 (included in the application) needs to be completed and signed by the current owner and MUST include an actual or anticipated date of sale.  Please mail your application & check to the following address,

Please allow 4 weeks for the application to be processed.

CHANGE OF OWNERSHIP APPLICATION STEP BY STEP PROCESS:

STEP 1:  Complete the Change of Ownership application and mail to the Springfield address with a  $100 check.

STEP 2:  The application is reviewed and sent for background checks.

STEP 3:  Upon approval of the application, you will be notified and scheduled for a training class.

STEP 4:  A closeout of the current owners tickets will be scheduled and completed.  (This must happen on or before the date listed on the IDL328.  If more time is needed, an updated form must be submitted.)

STEP 5:  At closeout, the current owner will be given a final amount due, and will be instructed on how to make a payment to settle their account.

STEP 6:  Once payment has been received, a technician will come to the location and reconfigure the equipment to the new retailer number.  This can take 3-5 business days.

STEP 7:  Instant tickets and paper rolls will be ordered and sent via overnight shipment to your retailer address (excluding weekends and Holidays)

 

LICENSE RENEWAL

Lottery licenses need to be renewed every two years.

A $50 renewal fee will be debited from your lottery only bank account that we have on file.

LICENSE RENEWAL STEP BY STEP PROCESS:

STEP 1:  Complete the renewal forms and submit them via fax or email

STEP 2:  The forms are reviewed to verify that no changes in the ownership has occurred, and any necessary updates are made.

STEP 3:  If an additional owner or partner is added, background checks will be completed on that individual.

STEP 4:  The license is renewed, and the account debited for the $50 fee.

STEP 5:  A display copy of the license is mailed to the retailer.

 

UPDATE YOUR BANK ACCOUNT/EFT FORM

Your modified EFT Form can be sent in the mail or by email.  

Please be sure to check the "Modify EFT Account" box (top right corner of EFT Form).

*Applications to become an Illinois Lottery retailer are subject to approval by the Illinois Department of the Lottery. You will earn $150 for a completed application, and approved applicants will receive an additional $500 (a total of $650) once they begin selling Illinois Lottery games. The retailer will receive one payment and be given a choice of payment method.
